I have been conducting for the past 20 years an extensive research focused on the relation between the English language and cultures. English as an international language is often, rightly, seen as endangering other languages thus cultures. To what extent is this threat correct? By starting our research in the countries having english as an official language, de jure or de facto, we could maybe assess that this assumption is not totally accurate. And by condemning a finally truly global language what are we aiming at? replacing it by another language that will carry the same threats ? Is the Francophonie a viable alternative? Are Chinese, Arabic and Spanish the demographic and logical alternatives?

You may wish to know that I perfectly assume the cosmopolitanism of my own life and from this recognition, have a manyfold network of friends and colleagues: Born in France in a Sephardic Jewish family, I have lived in Canada and have been living in Geneva for the past 20 years. I work all over the work but interestingly enough, my two academic ties are in France at the Centre d'Etudes et de Recherches: Fondement du Droit Public of which I am a proud member and at the University Djillali Liabès, Sidi Bel Abbès, Algeria where I am an invited professor since may 2003. I have given two seminars there and have been a member of a Ph.D. Defense on July 13th, 2006. By the way, I have founded the INGO Academie Sans Frontières. Not a big surprise to you, is it?

I hope you will find in these pages some of my concerns and I invite you to contribute to this, I realize, very challenging and provocative debate. contact Dr. Daphné L. Romy-Masliah
